@VBaskin2010 I was told that it was produced by KDKB's owner, Sandusky Radio, in Seattle. It was syndicated to a number of stations at the time. The distinctive sound is a Vocoder, which was used to process the normal tones of a big-voiced announcer guy. This very TV spot was current when I started rebroadcasting KDKB in Northern Arizona as Starship 92/104/105. What a fun morning show that was!
