okay okay, once, there were 13 districts, then district 13 rebelled so the capitol eliminated the district, but the survivors of 13 made an entire city underground and made a deal with the capitol that in exchange for their silence, they would not have to take part in the annual Hunger Games. That's why nobody knows about the survival of district 13 until the 2nd/3rd book. OKAY? everybody misunderstands everybody else, no need to get offensive...

well, technically there were 13 districts, but after the uprising and district 13 was 'destroyed' they created the hunger games to show what they can and will do to those who tried to rebel again against the Capitol... but yes they are only twelve districts who join participate in the hunger games

@SaraFaith13 There are thirteen districts. The thirteenth got destroyed in the revolution, which is the whole reason that the Hunger Games was started, to remind the districts of the consequences of rebellion.
