The original design took me about a week to build, then I rebuilt it to a design that was more accurate, and that took me within 2 years because I ran out of pieces. I only had half of each tower built, so took both halves to make one whole tower, and my uncle got the rest of the pieces for me. I'm technically still not done with it because there is a design element that I changed that I only had 68/88 pieces needed.
It's not a set, and if a moc means that it was built from scratch, then yes, it is a moc. Other than that I just built it from scratch using a bunch of pictures and all of my Harry Potter LEGO® Sets.
Very expensive in the sense that just about every Harry Potter set I had went into making it. Other than that, the only thing I spent on it was two years of my time.
I will try. Unfortunately I have a very limited income, and there are several heads and hats that I need to buy before all of the characters can come to life. Thank you.

You must not have done it right because I built my tower on LEGO Digital Designer and it was $50 for the whole thing.

Do you have internet access?
Do you have an Uncle who used to be the head honcho @ Certified Angus Beef who would love to buy extra pieces for you (not required)?
