Those huge infrastructure projects can not be easily learned by any beginners, as no company and people have experience in that in Angola. It is true that Chinese has a strong demand in oil so that's why they help out. But, at least, they create jobs there, then those nicely built highways, buildings will be used by ALL Angolans in the near future.
