Those firefighters were so stupid.....or should I say the incident commander.....they were fighting that offensively....you should always fight tanker fires defensively when venting the gas............ park the engines well back ...lay out ground and foam monitors and then pull back. then when the majority of the gas is spent or gone then go into offensive mode......he should be put on a charge!

Pure water isn't a very good thing to put fires out with. Ideally, the massive tank on a fire truck contains fire suppressing chemicals which would be mixed with the water being put on. Every chemical has a certain amount of heat it requires to raise it one degree celcius. Water requires an enormous amount, whereas nitrogen needs barely any, so it takes away the energy the fire needs. Fire suppressing foam then deprives the fire of oxygen so the fire can't breath.

What you see is simply unignited styrene. It takes a while before it has mixed with enough air so it can burn.
