It's not live. Despite the poor quality and chopped-up sequence, the audio is recognizable as being identical to the studio version, right down to George's guitar break and John's double-tracked vocal. They were miming. They had to do that on a lot on British TV programs, for various silly reasons. So did a lot of bands until comparatively recently.

This footage comes from the Granada archives. The edited mimed performance seen here survives as a complete performance. Additionally, there are segments of the song being mimed in 'rehearsal' clothing with John sporting sunglasses, and moments of them having a cigarette off set. As far as I know, it is not commercially available. A brief portion of john 'pulling a face' (shot from the studio floor) is seen in Anthology.
