@steveclark24 That particular caution is only used in the USA. The equivalent UK caution is read while the person is being arrested - since the policeman didn't actually arrest him (only warned him he would be arrested if he didn't comply), he didn't caution him.

The officer should know the Law as when training you expect to deal with difficult customers like this individual. If you commit an offence you have to supply name and address and if you don't you get arrested simple as that. The officer should have arrested him and then let the cyclist cool off in the cells for a few hours. Bet he wouldn't be such an arse hole next time.
Under the Police and Criminal Evidence Act 1984, Section 24, he can arrest you in order to ascertain your name and address. The fact he can't quote the law doesn't make the law invalid.

I totally agree, Cops should get more training in how to handle non violent situations..U see it lots of times that police looses their controll when verbally outclassed or overpowered they tend to resolve it with arrest or using somekind of violence themself! I mean they shouldnt just simply take anything that is said against them but they surely could use some form of reasoning and communicative skills to improve their way of working and thinking!
And haha yeah a bike chase would have been fun
