Ah that's also a JoJo's Bizarre Adventure reference, since Ash/Satoshi is drawn to resemble Story 3's protagonist, Kujo Jotaro.

For what it's worth, Jojo was heavily inspired by Fist of the north star, since the guy that drew it was a big fan of it.

It's actually from a Pokemon 'hack' (I guess it's a hack) of FireRed and LeafGreen. It's called Moemon, it replaces all the sprites of the pkmn (including battlesprites) of girl cosplaying the pokemon (I guess) It's been a popular thing.
