I am late but.... No. As a band/marching band teacher, we can't ask a student to do stuff like that. You said the teacher is 21 but that is complete inexperience right there. Yes, everyone should look uniformed but judges know everybody is different. A student last year with longer than knee length hair would put it up in the highest and tightest top knot bun and then put a wig cap over it to smash it down and fit under her marching hat.

Tell that teacher to go kick rocks next time!
