that's because you either put in a cheat code/have sv_cheats enabled or you have a broken copy of the game which you need to have steam check the files or redownload the game.

I may have been able to shoot the portal sooner, but I could not have used it sooner as you have to leave the elevator BEFORE you can use any portals at all. I had put the portal on the floor as close to the elevator as possible.
