the most easy thing is to build new crafts doing small increments... that is what the airspace industry does, that is what the automotive industry does and so on... nobody wants to invest in brand new technologies as was the case up to WWII (and for military and space up to the 1970s). To manufacture such an aircraft the existing airplane manufacturers need to redesign competely not only their manufacturing facilities but also their processes and pretty much everything. And they are not ready to do that to produce aircrafts that will put as many as 4 times the current capacity of the largest plane.

Moreover, ""problems""" arise when this craft can land and take off pretty much everywhere.... no need for airports? Hmm..!!
