The Balkans were inhabited by hellenic & hellenized people, Illyrians, Thracians etc, with their national differences overshadowed by their Roman political citizenship. Constantine was born in ca 272 and Justinian in 438. Neither of them was or could have been a Slav, even if they were born in territories that belong today in Serbia.
