Hong Kong enters the Olympics under "Hong Kong, CHINA" as all international matters are managed by Beijing (They do not enter as simply "Hong Kong".
The 2047 thing is true to an extent but, that does not deviate from the fact that the Basic Law (The foundation for all economic, political and legal matters in Hong Kong) was promulgated by Beijing in 1990.
