He's talking about Roger Scott (23rd October 1943 - 31st October 1989). He was a respected British radio disc jockey. This song has a very special meaning because Mark wanted Roger to have a listen to it, but sadly passed away before the track was finished and recorded.
There are no words to descibe this, Mark is great, the song is great , the Gibson is great put them all together and you have...... well...... I still just don't know.
His singing voice has never been his spectacular point, but... somehow... it adds to the beauty of this song. It makes it seem so much more human and real, not just another entertainer.
