It's normally not a conductor, but when you have extremely high voltages, the resistance breaks down, and it lets current through.

@persons233 Dry wood is normally a insulator but this is a tree branch so it has some water in it and water is a great conductor. This means there will flow a passable current and current means heat. That current heats up the water and the wood. The water begins to boil and the branch starts to burn from the inside out. When wood is heated up enough it will become coal and coal is a great conductor. So as long the branch lies down on those powerlines it's resistance becomes less and less.

The screaming sound is moisture in the limb being super heated by the electricity and the sound is the steam coming out of holes in the branch. Makes a noise like a teapot. That arc-over at the end is real as well. I've got one on my channel that shows a 500,000 volt arc.
