Dogs tilt their head because they don't understand, it means they are listening to you speak and don't know what you are saying. Different tones in your voice will make your dog do different things. Ex-Ears up and back(whispering), ears down and back- (yelling), Ears straight up, you're asking a question. Having grown up with 7 dogs, you learn to understand them well.

The sad thing about this video is that the puppies will soon stop doing the waaaay cute "cocking the head to one side" thing -- They only do it when they are confused, and as they get older it take more to make them confused.
