Obscure I'll admit. He was one of Phil Hendrie's regular characters. Phil Hendrie: erstwhile Radio genius doing fake talk. Jay Santos was head of the Citizen's Auxiliary Police, he wore shorts and a pith helmet. In the end, a high compliment.

Phil Hendrie would host a radio show where he created characters with different voices, he would do both voices and create a conversation between himself and the character he created, live on the spot....then he would allow unsuspecting REAL callers onto the show who thought the conversation was real. He would create outlandish situations with various characters that almost seemed like a REAL radio talk show.

One show had him threatening to knock on the doors of people who had been running thier air conditioners and fans during peek power consumption hours. He threatened to bust down thier doors and give them a ticket....unsuspecting people listening to the radio show would then call in and argue with the character about his right and authority to do such a thing. oohhh...phil hendrie (i thought it was henry), was on the air here for a while. it was 2 months before my friend told me the characters were him. i used to get so pissed at the dumbasses he'd have on the show before i knew it was him.
