Posha666- Those are all great suggestions for the cape! We were trying to give the simplest explanation for how to make a cape. Velcro and other closures are definitely an option.

I'm not an expert but don't you think the design of the neck cord is a little hazardous? It should be some kind of break away connector like a magnetic snap or a weak button or a very SMALL bit of velcro? (In case the cape is caught on something you don't wan to strangle your customer.)
Also, just as a design what stops all the fabric from simply hanging down your back in a clump since it can slide on the cord?
