Continuing my comment here: Because up to now progress has been circumstantial or random as some may say, it has been unorganized and thus scattered, rendering equal effects.
Of course it is important to be "prepared"; the world is run by average people for average people; owned by few astute individuals; both have not a clue as to true modes of administration... Failure after failure should give them a clue, but no...
I know we have progressed anyway, but it is a progress based on circumstances; they govern most people, instead of people governing circumstances...
