Don`t forget the geopolitical importance. The Caucasus mountains are almost like a fortified border for Russia. They don`t want an independent chechen (muslim) state on the russian side of those mountains. As for the pipeline, they`ve now bypassed Chechnya with a new one. ( the chechens kept sabotaging the pipeline going through their territory.)
There are too many reasons for the russians to want to keep Chechnya as a part of Russia. There`s too little space here to mention but a few...

The extremist element came in during a period of lawlessness (between the first and second war) from places in the middle east and pakistan, and funding came from the saudis. Still in the second war there wasn't much resistance (collapsed economy, guns don't feed people) and Russia easily retook control. Russia only started the second war after a bombing of Moscow apartment by Chechens
