It looks like the old Nickel Plate Route (now NS) Buffalo Creek bridge to me. If so, the first drawbridge in the vid is the parallel "CP Draw", former Buffalo Creek RR (co-owned by Erie/LV, later became part of Conrail) and still in use by CSX (owner) and NS (trackage rights?).
Some good photos on the net, it won't let me post links here, but google on "NKP Buffalo Creek Draw" and you'll find 'em.
About 20 years ago vandals pulled a lever and the bridge went up. Theres no way to bring it down. Since its an abandoned bridge, authorities just let it go....
