@Blackmegastar440, both consoles (ps3,360) don't have that many buttons on their controllers.The design is up to the designers and SONY didn't probably want to copy ABXY format from Microsoft XBOX. Furthermore, few letters/symbols are both easy to remember+symbols are generally easy to remember from a brain pattern recognition basis. So yeah, it has nothing to do w/ retarded.
