I would say that the majority of the ships in both the United States Navy and the Russian Navy are the result of designs created during the Cold War. I think that Chavez is trying to play the U.S. and Russia against each other and to the credit of both, it didn't work. The U.S. Government had not problems with the Russian exercising with the Venezuela and Russia didn't make any anti U.S. comments.

Yes, we (USA) do have that right and have conducted all types of "operations" in Russia's sphere if you will. Again, I would refer to historical facts: "In 1961, the U.S. deployed 15 Jupiter IRBMs (intermediate-range ballistic missiles) at İzmir, Turkey, aimed at the western USSR's cities, including Moscow. Given its 1,500-mile range, Moscow was only 16 minutes away." So indeed, not only do we have the "right" but have been doing it anyway and with little regard to worldly consequences.
