And yup! I only go to Dogenzaka Hill and like...Chuo Street and it gets most of them.

Or uhh, Shibuya Terminal. I'd stick with those three places and you should get enough of them killed.

You have to go to Chuo Street first. Then cover graffiti there then race poison jam. When you beat them they go to Rokkaku Dai.
