That was an illegal turn. He didn't stop first. Even though there is an island, there is no merging lane and the turn lane has a red light dedicated to it. That means he still has to stop and then proceed when safe. I hate red light cameras because I think they are unconstitutional as you can't face your accuser in court but if a cop had seen it he still could have gotten the ticket. So short answer is yes he did deserve the ticket.

He did not stop at the light. In Minnesota it is considered running a red light if you do not stop first then go. The only way around this is if they install a green arrow that allows right turns when cross traffic is turning. $250 fine in Minnesota for running the light.

Update:
Jerry entered a "not guilty" plea by mail and requested a trial date.
The City prosecutor decided not to prosecute and voided the ticket, dropping the charges.
