It's part of the iLife suite that comes with new Macs. It's not actually included with OS X. You'll need to buy iLife if you want to use it. But to be honest, iLife is so good i'd recommend buying it anyway.

if you want to do a screen capture, you can use copernicus. It's the only free software I know that does this on a Mac

In Garageband 3, you should be able to duck which lowers the volume of the music automatically when you start talking.
