This is The Ballad of Gay Tony, where the Infernus spawns normally.

In the original GTA IV, the only way to get an Infernus is stealing one from Brucie's races or obtaining a uniquely orange/yellow Infer us after Buoys Ahoy.

Its better on PS3 because they have more compatability with it and was made for a specfic type of game while computer has to update and redirect itself to correctly read the disk. Therefore creating lag while connecting you and redirecting your computer. Lot better and faster on a PS3 gaming system. Nuff Said..

@shamammy1 the best performance is on PC. You can't upgrade a ps3 and games in future require better hardware to run them. Besides, Playstation 3 processor is outdated and not made for the more advanced graphic card it uses. Xbox 360 processor is up to date but overheats but thats fixed and the graphic card is as powerful like the ps3 one. Also PS3 and XBOX 360 each run different games better and faster, like Final Fantasy XIII - Ps3, Battlefield 3 - Xbox etc. I own both, i know.

@Dharokgreatax You generally park 2 in the parking spot but if you need more you can just park them in the houses in GTA 4 and save at your safe house and they stay their or if you need more space say for an example you need 5 cars in 1 parking spot all you need to do is have 1 tire from each of those 5 vehicles in the parking spot and it will stay their for ever

The only reason why the Infernus cars spawned is because he was driving one. They wouldn't otherwise. If he was driving a Comet or Coquette, then those cars would be spawning more.
