We have an unscrupulous competitor that uses URL rewrites and subdirectories of their customer's sites to pump their own inbound linking. What they are doing has NO value to the site user OR to the site owner.
I definitely classify this as Black HAt SEOon the face value that it is done for ONLY SEO purposes without making any value to the end user.
