This commercial is a homage to Seibu Keisatsu. You can see most of the cast in the clip. Tommy Lee is actually in the role of Sgt. Daimon.

Fun fact: Seibu was a Nissan Sponsored show and one could see alot of Nissan metal being destroyed. (The main characters got some heavily modified Skylines and Fairlady Z cars). In this one, it seems that they couldn't find Nissan Cedric 230's, so they opted for Toyota Chaser/Mark II's as cop cars along with an unmarked Nissan Cedric 430
