LSD has a really fast tolerance build-up. Because of this, he'd have to take more and more for the chemical to have any effect on him. By the end of those 11 years, he'd have built up a tolerance so large that it would require billions of dollars worth of acid for a single days dose that would produce effects in him. There is absolutely no reason any agency or government organization would put such funds into feeding some dumb old guy LSD. Way to be accurate, Hollywood.
