They BROKE down our 5 foot tall non climb and escaped one day when we where 8 hours away and helpless! When we got home we got electric fence too . They stay in now and only took touching it once. Your a whole lot smaller than a 700 lb horse.. you cannot compare the pain you feel to what a horse can take. Get over yourself.

I know it's pretty cruel, but it's probably a good idea that he put him in a small place so that the horse would be likely to touch the fence and this way learn what it did. I know it was stressful for the horse in the short term, but it could save its life later if it knows not to try to escape from paddocks with electric fences, for example. Perhaps could've taught the lesson more humanely, but I get the purpose. Mean for laughing though.

@bre43215j Every animal capable of learning behaviors works like this. It would be the same for a child learning not to touch a stove burner when it turns red because it's hot or getting a hit on the hand for misbehaving. Pain is a common learning tool, the horse knows that the fence = discomfort, and now won't walk into it again.
