Suburban neighborhoods are not indigenous ecosystems, so don't shoot cats in your neighborhood. And anyway, if you are trying to somehow keep the environment the way it was hundreds of years ago, you will always be fighting a losing battle, because nowadays plants and animals from all over are being transplanted everywhere, and there is nothing you can do about it.

Yeah it's a garter snake.. They are technically poisonois...but 1) it is really weak and would maybe cause the limb of a cat to swell up and itch for a bit, and 2) only if it actually gets hold of the cat and physically chew the cat- that's how they distribute their venom. Not life threatening even to a cat.
