I don't know..They do have a point you can't really have an expectation of privacy when walking the streets in a big city like that.I mean they would have to have billions of cameras to be able to follow every man or woman in the whole city so the chances of them just using it arbitrally is small.

This will NOT deter terrorism. A guy with a car bomb is not worried about getting caught. Once the bomb goes off, it's too late to look at the tape.
But hopefully it will cut down on low-level street crime. I have seen them used to catch criminals, but if you see all the robberies at convenience stores it's a no-brainer that cameras do not really deter crime.
