Unlike other 2nd and 3rd world counties, Yemen is ungovernable and lacks natural resources to make it notable or worth the effort of intervention by the west. Also Yemen is a very tribal place, the combination of a power-hungry leader and tribes who can reclaim land at anytime on the basis that it belonged to their great great great grandfather; it quickly becomes a very hostile environment and flawed system to build upon. All the best to them.
