  • I'm not an expert on birds but it sounds like a red-shouldered hawk, and red-shouldered hawks are similar to broad-winged hawks.

  • the call of a broad winged hawk is best described as a thin whistle. It is easy to identify. That might be a juvenile broad winged hawk. Juvenile raptons squak like that (get's their folks attention). And juvenile birds are often seen hanging out. It's not a sea gull.
