The reason Mencia might remind you of Peters is because Mencia might just have ripped off his jokes. Not sure that Mencia did but Mencia is know for stealing the jokes of other comics. youtube search "Joe Rogan vs Carlos Mencia ONSTAGE VIDEO" Mencia is a great performer but he is not a true comic. Peters' material is unique to his own experiences and that's why he has an international following. Hope you try more of Peters material because he is funny as hell.
