In response to Clint Malarchuk's accident, they do wear neck guards. For some reason, it managed to get through anyways in just the right spot. His injury was nothing though compared to Clint Malarchuk. Had he not had the neck guard though, he'd probably be dead. It would have been far worse than Clint Malarchuk.

Anyone saying that neck guards should be required has either not played hockey or hasn't played long. They are way too restricting and irritating and you need to be able to move your head more freely. The only player that should wear a neck guard is the goalie because the goalie has a higher chance of getting their neck cut.
