Getting to the rat is only possible when you got the Treasure Chest and the Mirror. Afterwards go to a scene with an open cave and a giant bird will fly past. Get hold of the bird (type jump at the right moment) and it'll take you across the river to a hole in the ground. The rat is somewhere in the tunnels.
