It's in Phantasy Star Blue burst. That is Episode 1, 2, and 4. (Not 3, 4.)
It's worth a lot of Photon Drops. Or Photon Crystals.
If you need to get Blue burst for free, just tell me. It's not illegal since Sega closed down the offical server.

Ok i have blue burst the schthack version but how much Phantom Drop/Meseta is it? Or where can i find it? Like my color and area?

Everything is normal rates, just like the orginal servers.
As for the PD's and such, I'd go to google.
I didn't actually get it from the tournament, someone gave me the stuff. (I was using Stuff past Ultimate mode at level 16... Good times.)

It's called the Vivian.
You can only get it by doing a tournament I believe in Episode 4.
