I got an ASUS EEEpc 1000HD and it used to do that until now for some reason...just when I needed it. It all that cntrl alt arrow does is scroll in IE and nothing on desktop...i wonder if i lost the program...

I know this because my school computers use the same driver and we did this as a trick all the time. however, the school started updating, and removed the driver. Thus, the screen rotation doesn't work anymore.
this hotkey has nothing to do with the video card driver, it is a windows hotkey, that works on all windows computers, it can be disabled however, which is what your school must have done

This problem usually occurs with firefox for me. What i did was to go to Tools => Options => then make sure that "Use smooth scrolling" is checked. Hope that helps! (^_^)
