PRR had a rather interesting variation on this back in the days of steam. Unlike this system, the PRR one wasn't motorized. So what they'd do is take the locomotive off a distance, sometimes up to a mile, lock its brakes down, and then using a winch on the front of the cleaning machine, slowly drag the whole machine up to the locomotive, where they'd repeat the process.

From what I can see in the video, this appears to be a Shoulder ballast cleaner. It is NOT an undercutter.

It is an undercutter. Cleans out fouled balast from under the top of the ballast and replaces it with good rock.
