Hi Stargirlsusan. I got the cut and paste of his quote slightly out of order but yes, Hugo Chavez made the comment. He was making a play on the biblical text of Christ "Forgive them for they know what they do", when he said (as reported in the Australian press) "Forgive her, for she knows not what she says."

I can't comment on Hugo but I did think it was quite a clever comment.
