Maybe things have changed since you posted, but there is actually quite a bit of nudity on YouTube today, and you don't have to pay to see it. Aside from nudists, I've seen breast exams, topless protesters, fashion shoots, nude dance and performance art, and movie excerpts. For example, check out "Nude4Art A.04 - Nude Art Class Life models 1". Very nude!!! The policy really only seems to exclude actual pornography, and frankly I think this is the right way to go.
