It's intentional; the inverters the feed the motors can be programmed to use a large variety of frequencies. They could even play melodies while driving :-) There are rumors of a 1016 playing 'the blue danube' for a presentation.
The succeeding model (1216) sounds boring in comparison - the same hissing/singing one-tone-sound as any other loco...
When engines are speeding, the inverters are changing the frecuency. First, the frecuency is low and progressively increases. When the frecuency increases the sound is sharper.
Thus, the engine develops more torque for low speed and progresively develops more power. V-I control fundaments. Although surely this implemented vector control.

It was the sound from the switching electronics: A chopper-circuit is used to drive the engine: at lower frequencies the torque off the engine is greater and the engine is more efficient at low speeds. When the thing has overcome the 'standing-still-friction' it ups the frequency for the engine, so it becomes more powerfull and efficient. And that causes the noises from the Locomotive.

yes, older ICE1/2 stock use similar electronics to this; ICE3 is more modern and ICE-T is quieter; ICE-VT is diesel and totally different
