That's the tower from the " Bells of war" Pq, you can acutally get in at any time, but it's often filled with mobs.. Don't know if the hero is in there without the "secret key" though.
I play currently on Karak Azgal (order) and Karak Norn (destro). I've found both of those servers to be quite nice in terms of population and balance. Those are really the once I know about :)

Ye I had the exact experience, 1st time I just did it by myself and failed, then enlisted a healer. Looking forward to a title or sum loot, what an anticlimax.lol. I still do it though everytime I create an alt:)
