Japan has a really good warning system, What was this delay you presume?. The sirens and loud speakers in every town and city went off seconds after the quake, People in coastal areas are well educated about Tsunamis, Many towns have massive seawalls which delayed the wave. Canals are designed to help divert and slow the wave down, A lot of Miyagi prefecture is really flat and it was simply impossible for the people there to escape in the 10 or so minutes they had.
