The cats are supposed to be Chinese, and they are a stereotype which is considered offensive, mostly with the way their teeth are drawn but especially with the way they talk, not just that it's an accent but also with the grammar and such. Also, Siamese cats are super smart and sneaky! I kinda see why people are mad, but it makes sense that the Siamese cats have accents and sneaky behavior. One of the cats in Aristocats sounds like a black man and he sings jazz. That could be a stereotype, but in 1910, black people were the main ones singing jazz!

Thai people could be justly angered for being portrayed as another, different culture (or the clichés that pass for it), only because both are "Oriental" and the other is better known. So, the scene not only shows gross ethnic stereotypes, but also those of the wrong ethnicity, as if Thailand were a province of China or something like that...

However, any child of today that doesn't have any other psychological or parental problems and a decent education should totally get that this is pastiche and not what Oriental culture is like. They might even be interested in changing social structures and watch old movies to better understand social history. Things happened that aren't "acceptable" today, and vice-versa.
