Methinks it's the latter, and biology supports my stance so long as the female in question is post-pubescent. A 14 year old would be physically past puberty, therefore would be closer in body to an adult woman than to a child.
We have age of majority laws for a reason, and that is because of mental maturity (on average). However--I think it's obvious guys find younger girls attractive.
