When the Arabs invaded Persia they took this technique with them and spread it. Islamic architecture style is mix of Sassanian Persian and Byzantine Roman styles. I highly doubt that this was the real letter sent by Omar. Muslims dont call God Allah U Akbar, we just call Him Allah . Allah u Akbar means "God is great" and thats it and whenever muslims invited others to islam they called them to worship Allah and not "Allah u Akbar"
