Those modes of informational transport are blocked altogether, based solely on the discretion of the property owner, as it should be. You're not really thinking this through. You're thinking "What laws can the government pass to force the owner of a private property to tailor it to my needs." If you wanted to build an internet fibre connection that only serviced pro-Obama democrats for example, that would be your perogative as well. Consumer protection laws protect the consumer against fraud.
